From the ancient times, foreign and security policy took essential part in building intercultural relationship. Nowadays common economical and political values are tightening various countries with different cultural and historical past, creating one world. But despite globalization and internalization each country tries to defend its national values from the outside influence. Sweden chose neutrality , Latvia – cooperation in terms of one European Union. My work presents short digression to both countries foreign and security development as well as methods implemented by their governments willing to achieve more successful policies. At the end of the work references to implemented literature are given.

Foreign policy claims to be the policy of international relations, which encloses interaction between countries on political, economical, military and cultural basis. Usually it is country's government that chooses the path to follow in achieving best results for the nation. As W. Carlsnaes states in his article: “foreign policy is conducted in complex internal and international environments; it results from coalitions of active actors and groups situated both inside and outside state boundaries; its substance emanates from issues of both domestic and international politics; and it involves processes of bargaining and compromise affecting the interests of both domestic and international groupings” [3; 86]. …
