If the community doesn't have a center for kids then they will likely talk to gang members and join a gang.
Gang members naturally are not different from us. Gang member learns these behaviors from other person maybe their family members or friends. Kids that join gangs might not be bad but the influence of other gang members will influence their decision. With the community centers, kids will learn something different then just gang behaviors. But not all community have this program for kids, many communities either have no money or unwilling to fund such programs. There are several state, federal, and nonprofit agencies that provide grant funding and assistance to communities in need. Many of these kids need a leader that will take to them and help them with their decisions. A good leader will make a kid better overall.
