As it is stated on Dowding’s website, he has always thought that he is a critic of classical rational choice but all his works, nevertheless, are based on rational choice approach.
To sum up, in my point of view there are both strengths and weaknesses in Dowding’s paper. On one side, his argumentation encourages readers to think of compatibility [read: overlap] of three approaches and the possibility of amalgamation of methodological holism and methodological individualism. But on the other side, Dowding does not hide his consent to rational choice approach that makes his argumentation subjective.
