Understanding Public Policy

By this, the main purpose of policy is defeated. A policy is never a policy when it is not enforced. In the Philippine setting, we make laws as tight as possible but it is amusing how Filipinos can find novel ways of circumventing the law.
During these times when even our leaders do everything in their power to make things possible while prohibited by the law, it is refreshing to see how MMDA Chairman Bayani Fernando, Bulacan Governor Josie dela Cruz and former AFP Chief of Staff General Efren Abu effectively implement their policies in their own field. This just shows that it can be done.
